- Environmental Affairs Manager
Description
The Environmental Affairs Manager is responsible for organizing, coordinating, monitoring, and reporting on all aspects of the Authority's local and federal environmental activities, programs, and procedures. These responsibilities encompass areas such as electricity generation; wastewater discharge; air emissions; electricity transmission and distribution; potable water production, distribution, and consumption, microbiological laboratory operations and sampling; regulated and hazardous waste management; and air, land, and water permitting. The overarching objective is to ensure and maintain the Authority's compliance with all applicable federal and local laws, rules, and regulations. Requirements
- Overall management, organization, monitoring, reporting, and implementation of the Authority’s environmental programs and compliance initiatives on electricity generation, air emissions, water production, wastewater discharges, drinking water, as well as regulated/hazardous materials and wastes
- Preparation, monitoring, and management of the Authority’s data for all applicable environmental permit applications, processes, and programs, to include equipment and structures
- Preparation, monitoring, implementation, and management of the Authority’s environmental programs, data, reports, and other requirements of the TPDES Permit
- Preparation, monitoring, and management of the Authority’s environmental programs data, reports, and other requirements of the air emissions Title V & PSD Permits
- Maintain and manage the Authority’s environmental statistical data, inspection records, and documentation on regulated and hazardous materials and waste activities
- Prepare, maintain a record of, and provide environmental training and awareness for environmental staff, plant personnel, line department personnel, and water distribution personnel in the observance of the Authority’s overall environmental programs, compliance mandates, and applicable laws, rules, and regulations
- Coordinates and supervises efforts of the environmental specialists, micro laboratory supervisors, and associated staff in all applicable aspects of the Authority’s environmental programs and mandates, collecting data, inspection monitoring, etc.

Overall responsibility for the performance of a variety of technical and environmental activities required in support of the power plant's environmental programs/compliance.

Provide direct support, guidance, and oversight to the Authority's facilities for environmental program development, coordination, and implementation.

Execute special assignments from the CEO, Legal Counsel, and follow up on projects, proposals, etc., reporting observations and results.
SUPERVISORY RESPONSIBILITIES:
Direct Supervision of two (2) employees (one environmental Specialist & one (1) microbiological Laboratory Supervisor) in each district of the Environmental Affairs Department and shall be responsible for the overall direction, coordination, and evaluation of this unit. Each microbiological laboratory unit has three (3) associated personnel in each district. The overall management of the unit shall be performed by the Environmental Affairs Manager.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
- Thorough knowledge of local and federal laws and rules and regulations governing programs related air pollution, water pollution, drinking water, and regulated hazardous materials
- Extensive knowledge of environmental compliance reporting and permitting
- Understanding of environmental science and technology
- Computer proficient in MS Office (Word, Excel, Project)
- Ability to understand and interpret technical data and complex rules and regulations
- Ability to express oneself clearly and concisely in oral and written communications
- Knowledge of modern training and safety practice
- Ability to analyze statistical data and to prepare reports based on interpreted data.
- Ability to develop written policy and procedures to facilitate environmental compliance throughout the Authority
- Ability to work both as part of a team and independently as needed
- Ability to establish and maintain harmonious working relationships with persons contacted during the course of work
- Ability to maintain technical and administrative records
- Ability to plan, assign and direct work of subordinate personnel
- Ability to establish and maintain effective working relationship with constructors, co-workers and all others contacted during the course of work.
EDUCATION & EXPERIENCE:
Bachelor of Science degree in Environmental Science, Engineering, or a related field, with a minimum of five (5) years of experience in the supervision or management of environmental programs related to fossil power plants. Experience must include working within the scope of applicable federal and/or local environmental laws and regulations, such as the Clean Air Act, Water Pollution Control Act, Safe Drinking Water Act, Resource Conservation and Recovery Act (RCRA), Oil Pollution Control Act, Occupational Safety and Health Act (OSHA), Coastal Zone Management Act, National Oceanic and Atmospheric Administration (NOAA) regulations, and other relevant industrial environmental regulatory programs.
