Positions & Duties

Per the City’s COVID19 Mandatory Vaccination Policy (, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption.  Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).

ESD’s Watershed Protection Division provides services that support the City’s efforts to protect water quality in local creeks and in the Bay. Key functions of the division include Environmental Enforcement, Pollution Prevention, Stormwater Management, and Laboratory Services.

The Laboratory provides critical analytical services for monitoring operations, compliance, and industrial discharges to the Wastewater Facility; in addition to the support of various studies monitoring water quality issues in the Bay and urban tributaries. Our state-of-the-art facility provides analytical services for wet chemistry, trace metals, organics, bioassays, and toxicological tests for wastewater, recycled water, biosolids, and estuarine samples. The lab operates 365 days a year and processes more than 50,000 samples annually for internal and external customers. The 28-member laboratory team includes chemists, microbiologists, biologists, and laboratory technicians.

The salary range for Environmental Laboratory Supervisor is approximately $$99,961.68 - $121,495.92 annually.  This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Minimum Qualifications:

Education: Bachelor of Science degree in Chemistry, Microbiology, Biology, or a related discipline.

Experience: Three (3) years of professional experience, including at least two (2) years of independent applied research in water or wastewater analysis.

Acceptable Substitution: A Master of Science degree may be substituted for the required independent applied research experience.
